LEGISLATION UPDATE:

TO: MEMBERS
RE: LEGISLATION
DATE 5/11/11

DEAR COLLEAGUES:

On Friday, March 11, 2011, the committee for Business & Consumer Affaires Subcommittee, filed two committee substitute bills 1 & 2 regarding deregulation, and it hit just about everybody under the Department of Business and Professional Regulation Deregulation of profession and occupations, including Cosmetologist, Barbers, Nail Technicians, body wrappers, hair braiders and hair wrappers.

I went in to action by writing to all the committee members in the house committee and Regulated Industries on the Senate side on our stationary explaining why we needed to be regulated, which was mailed on Friday the same day the bill was filed, on Monday I left for Tallahassee because the bill was to be heard Tuesday Morning.

Luckily having been in this position for the association for a number of years allowed me to work with other lobbyist and the chairman of the board of Cosmetology. Myra Jowers is a retired instructor of cosmetology at FCCJ and works hand in hand with the school’s lobbyists, which by the way was really helpful for us. She let us know that we were the first profession out of the box to be heard at 8:00 A.M. Tuesday morning.

The committee chairman call the meeting to order and told the large number of people present that Cosmetology, Specialty Salons, Nail Technicians and Barbers were taken out of the bill however hair braiders, body wrappers and hair wrappers were still in the process of deregulation, at 11:30 P.M. on Friday the last day of the session hair wrappers, hair braiders and body wrappers were but back into regulation, requiring registrant process, the house bill to allow Barbers Internship died in committee.

It has been a privilege and an honor to serve as your legislative chairman for the pass 13 years.

Respectfully submitted
Bonnie Poole
